A natural resources attorney with a foundation in litigation, Katie Duncan advises clients on compliance, permitting and litigation strategies tailored to their goals. Her practice focuses on Colorado water rights, land use, environmental compliance and water quality.
Katie particularly enjoys working with clients on complex land use and water questions—and going to trial when necessary. She is well versed in working with engineers, land use planners and other experts to achieve outcomes for her clients. In addition, she has wide experience working under the Clean Water Act, Clean Air Act, CERCLA, other federal environmental laws and state corollaries. She has a developing expertise in PFAS policy and regulation as well as permitting dredge-and-fill projects in state and federal waters.
Prior to Brownstein, Katie was an assistant attorney general for Colorado focused on Colorado River law and policy. She also worked as a litigation associate in Washington, D.C., representing manufacturers, construction firms, industry associations and chemical companies in federal and state litigation and arbitration. Katie served as a law clerk to Judge William Martinez with the U.S. District Court for the District of Colorado.
