Francisco brings over a decade of legislative and political experience to provide clients with effective strategies for navigating complex policy, regulatory and legislative hurdles. Also a licensed attorney in Nevada, Francisco represents clients in highly regulated industries, including health care, labor, financial services and gaming.
Before Brownstein, he served Nevada Gov. Steve Sisolak in various roles, including director of legislative and public affairs, deputy transition director and political director for his 2018 campaign. In those roles, Francisco served as a key advisor in the areas of labor and workforce, collective bargaining, immigration and refugee resettlement, unemployment insurance, gaming, and health care. An immigrant himself, Francisco drafted, presented, and lobbied for the creation of the Governor’s Office for New Americans. He also played a key role in passing legislation to update unemployment insurance, enact minimum health standards in public accommodation facilities and provisions related to business liability in the era of COVID-19. He also worked for Rep. Dina Titus (NV-01) for more than four years at the federal level.
Francisco brings a deep understanding of Nevada’s political landscape, having consulted with numerous political candidates and grassroots campaigns, including the highly contested 2010 Senate race for then-Majority Leader Harry Reid. He is a well-respected political operative in the areas of fundraising, voter targeting and outreach, messaging, mail targeting and all areas of data-driven field operations and analytics.
