Rachel Rockwell helps Brownstein’s California clients navigate the complicated compliance issues that come with the labyrinth of state and federal natural resources laws. A skilled public speaker and problem solver, she specifically has experience with California Environmental Quality Act (CEQA) compliance, administrative proceedings, complex groundwater adjudications, water rights due diligence and transfers, and infrastructure development and use.
Prior to joining the firm, Rachel was a law clerk at a national corporate firm, where she focused on commercial litigation and environmental torts. Before that, she clerked for the California Department of Transportation, where she supported on litigation matters related to personal injury law and eminent domain, and the U.S. Attorney’s Office for the Southern District of California, where she focused on the Federal Tort Claims Act and employment and disability discrimination matters.
