David Dorsey leverages his work in federal government and the private sector to guide clients through complicated health policy matters. With this experience, he pinpoints the critical moments for industry to engage policymakers, advocacy associations, and other parties on the issues that are most impactful to them. David is able to steer life science companies through complex health care regulations, especially those related to the Food and Drug Administration (FDA).
David has extensive knowledge of the FDA from his time in the Office of the Chief Counsel and the Office of the Commissioner, where he led the Office of Policy and Planning. In these roles, he gained a broad expertise in drug, medical device and food and dietary supplement regulation. David also worked on the Senate Committee on Health, Education, Labor and Pensions, leading Sen. Edward Kennedy’s (D-MA) efforts on more than a dozen FDA bills enacted into law, including two prescription drug and medical device user fee authorizations in 2002 and 2007 and the Hatch-Waxman amendments in the 2003 Medicare prescription drug bill.
Following his public service, David moved to the private sector, spending more than 10 years with Johnson & Johnson in its pharmaceutical research sector and its government affairs and policy department. He identified and led advocacy efforts on regulatory and legislative issues that could impact the development and marketing of medical products in the United States and provided high-quality strategic advice to influence the healthcare environment.
