Highly respected throughout Wyoming, Jen Scoggin advises clients on energy development projects. A leader in her field, Jen assists companies with the complicated processes of industrial siting, water rights, environmental permitting and compliance, agriculture and real estate issues. She routinely represented mining, oil and gas, renewable energy, construction and other companies on compliance and permitting with Wyoming state agencies, including the Wyoming Department of Environmental Quality, Wyoming State Engineer’s Office, and the Wyoming Office of State Lands and Investments.
During her time as acting chair of the Wyoming Oil and Gas Conservation Commission and director of the Office of State Lands and Investments (OSLI), Jen played a leading role in regulating oil and gas development and providing a balanced approach for the industry in Wyoming. During her tenure at OSLI Jen stepped up to address unprecedented challenges ranging from the distribution of CARES Act and ARPA funds, changing and new land use policies, and fighting catastrophic wildfires. Jen also previously served as an assistant attorney general for the Wyoming Attorney General’s Office where she counseled the Wyoming State Engineer’s Office on water policy matters and general water law and permitting issues.
