Brownstein Adds Jenifer Scoggin to Wyoming Natural Resources Team

Brownstein Hyatt Farber Schreck is pleased to announce that Jenifer Scoggin, former director of the Wyoming Office of State Land and Investments, joins the firm as a shareholder in the Natural Resources Department. Scoggin will be based in the Cheyenne office. 

“Jen is highly respected throughout Wyoming for her work with the Office of State Lands and Investments and on energy development projects. We’re excited to add Jen and her expertise to our growing Cheyenne office,” said Brad Herrema, chair of Brownstein’s Natural Resources Department. 

As acting chair of the Wyoming Oil and Gas Conservation Commission and director of the Office of State Lands and Investments, Scoggin played a leading role in regulating oil and gas development and providing a balanced approach for the industry in Wyoming. Prior to her appointment to the commission, Scoggin was a partner with Holland & Hart LLP where she advised clients in Wyoming on energy development projects, assisted companies with the complicated process of industrial siting, water rights, environmental permitting and compliance, agriculture and real estate issues. She routinely represented mining, oil and gas, renewable energy, construction and other companies on compliance and permitting with Wyoming state agencies, including the Wyoming Department of Environmental Quality, Wyoming State Engineer’s Office and the Wyoming Office of State Lands and Investments. Scoggin also previously served as an assistant attorney general for the Wyoming Attorney General’s Office where she counseled the Wyoming State Engineer’s Office on water policy matters and general water law and permitting issues.

Scoggin received her juris doctor from the University of Wyoming, holds a master’s degree from the University of Arizona and a bachelor’s degree from the University of Wyoming.
