Marc Lampkin, managing partner of Brownstein's Washington, D.C., office and chair of the government relations department, has been included in The Hill’s list since 2011. He is a veteran Republican lobbyist who brings years of legal, political, legislative and campaign experience to bear for his clients. Every year under Lampkin’s stewardship, the firm’s Washington, D.C., office has grown in size and revenue. Brownstein was the top lobbying firm in the nation by revenue in both the second and third quarters of this year, averaging more than a 25% increase from its 2019 federal lobbying numbers. Al Mottur is a well-known Democratic strategist and lobbyist with extensive experience in front of Congress and the administration. He has been included in The Hill’s list since 2011. Greta Joynes brings more than a decade of Capitol Hill experience to her government relations practice. This is her second year on The Hill’s list. She is a senior policy advisor at the firm and co-chair of the firm’s tech and telecom practice. She provides her clients with in-depth advice grounded in a strong background of telecommunications and technology policy. Prior to joining Brownstein, Joynes served as deputy chief of staff and legislative director for Rep. John Shimkus (R-IL), where she worked with the Energy, the Health, and the Environment and Economy subcommittees and advised the congressman on the House Energy and Commerce Subcommittee on Communications and Technology.
Russ Sullivan chairs Brownstein’s National Tax Policy Group and provides unparalleled insight into the legislative and regulatory risks and opportunities related to tax policy. He is a Capitol Hill veteran who spent 14 years with the Senate Finance Committee, including nine years as staff director. He leverages his vast network and industry expertise to devise and execute complex strategies for both nonprofit and for-profit clients on a broad range of issues, including health care, pension planning, trade, economic development and tax policy.
Zach Pfister guides clients through legislative policy affecting the financial services, health care and technology industries and crafts strategies focused on bottom-line, business-driven goals. He serves as one of the firm’s chief liaisons to House Democrats, leveraging relationships that span from the progressive to centrist wings of the caucus to Democratic leadership. He has a keen understanding of policy issues under the jurisdiction of the House Financial Services, Energy and Commerce, Ways and Means, and Appropriations committees.
